Founded in 1996 as the National Colloquium for Information Systems Security Education, the Colloquium has become the leading proponent for implementing courses of instruction in INFOSEC in education.

In June 2002, the NCISSE expanded its mission to include a greater international participation. To reflect this the organization formally changed its name to The Colloquium for Information Systems Security Education or more simply  -- The Colloquium

Charles C. Palmer

Charles C. Palmer, Research Director and Chair of the I3P

Charles C. Palmer is the Chair and Director of Research of the Institute for Information Infrastructure Protection (I3P) at Dartmouth College. Palmer is also the CTO for Security and Privacy for IBM Research, and Associate Director of Computer Science at IBM's Thomas J. Watson Research Center where he has worked since 1984. In these roles, he has broad responsibilities for the strategic initiatives and technical directions in the security and privacy areas across IBM Research.

Palmer is a member of the US Department of Homeland Security's Data Privacy and Integrity Advisory Board where he chairs the emerging technology and applications subcommittee. He is also a member of the editorial boards for the IEEE Computer Society's Security & Privacy Magazine and the upcoming International Journal of Information and Computer Security. He was also an adjunct professor of computer science at Polytechnic University from 1993 to 1997. He was named a Distinguished Engineer of the ACM in 2006, and is also a member of the IEEE and IEEE Computer Society.

Palmer has a doctorate in Computer Science from Polytechnic University in Brooklyn, NY; a master's degree in Computer Science from Tulane University and a bachelor's in Computer Science from Oklahoma State University
